Quick answer
Why is Isthmus Domains a domain registrar in Panama?
As of 19 October 2026, Panama lets us refuse takedowns and data requests that do not come through Panamanian legal process: a foreign judgment has no effect until the Supreme Court's Fourth Chamber recognises it (Código Judicial art. 1419), private papers are examined only on a competent authority's order (Constitution art. 29), and Ley 81 de 2019 adds a regulator, ANTAI. Isthmus Domains is an offshore domain registrar in Panama: register any domain with no KYC and pay in crypto.

What does Ley 81 de 2019 protect?
Ley 81 de 2019 protects personal data held by companies and public bodies in Panama, including the account data of a registrar. The law is dated 26 March 2019 and appeared in the Gaceta Oficial on 29 March 2019. Its article 47 delayed its entry into force by two years, so it has applied since 29 March 2021.
The Decreto Ejecutivo N° 285 of 28 May 2021 sets out how the law works in practice. ANTAI, the national transparency authority, supervises it and has published a guide for private companies. The Panamanian press reported fines from $1,000 to $10,000 for breaches.
For you, it means the email we hold is covered by a written law with a regulator, not only by our own promise. The rights it gives you are listed in our privacy policy.
What does article 29 of the Constitution say about private records?
Article 29 of the Panamanian Constitution makes correspondence and other private documents inviolable. They may be examined or held back only on the order of a competent authority, for a specific purpose and with the formalities set by law.
We apply the same logic to account records: we release the data we hold only when Panamanian law requires it (a Panamanian court or prosecutor's order), or in a UDRP case. A letter from a foreign lawyer, a private company or a foreign government is neither, so it does not open your file.
How does a foreign judgment take effect in Panama?
A foreign judgment has no effect on us until Panama's Supreme Court (Fourth Chamber) recognises it. Article 1419 of the Código Judicial gives a foreign ruling the force that treaties grant it. Without a treaty, it can be enforced unless it is shown that the country of origin does not enforce Panamanian rulings.
The recognition request, called exequatur, goes to the Sala Cuarta de Negocios Generales of the Corte Suprema de Justicia (article 100, point 2, of the Código Judicial). Under article 1420 the Procuraduría gives its opinion first. Article 156 of the Código de Derecho Internacional Privado (Ley 61 of 7 October 2015) also lists the conditions.
The documents must be authenticated or apostilled, and translated into Spanish by a public translator. A ruling of the Sala Cuarta of 4 May 2022 (file 9395-2022) cites all of these articles and quotes article 1419 in full.
The path of a foreign court order
Judgment abroad
A court outside Panama orders a suspension or the release of data. At this stage it does not bind us.
Papers prepared
The party files the judgment, apostilled or authenticated, with a translation by a Panamanian public translator.
Opinion of the Procuraduría
The Procuraduría gives its view on the request, as article 1420 of the Código Judicial requires.
Decision of the Sala Cuarta
The Fourth Chamber of the Supreme Court grants or refuses recognition, under article 1419 and Ley 61 de 2015.
We act
Once recognised, the decision is a Panamanian court decision and we carry it out.
What does Panama not change for your domain?
Panama changes who can make us act; it does not lift the rules of the domain system. Offshore does not mean above the law. Five layers stay the same, wherever the registrar is:
- ICANN rules. The registrant email is checked under the Whois Accuracy Program of the 2013 Registrar Accreditation Agreement, within 15 days. The Registration Data Policy has applied since 21 August 2025.
- The UDRP. Trademark disputes over generic extensions follow it, as at every registrar; some country codes have their own policy. See UDRP disputes.
- Abuse duties. Section 3.18 of the RAA, amended on 5 April 2024, requires action on DNS abuse such as phishing and malware.
- Registry rules. Each extension has a registry with its own policy. Registries such as .org (PIR) or .io (Identity Digital) keep the registrant record under their own law; Verisign, which runs .com and .net, is a thin registry and receives no registrant contact data.
- Our registrar partner. Domains are registered through our ICANN-accredited registrar partner.
That is why phishing, malware, botnets, child sexual abuse material and fraud against victims are handled at once. Details: abuse reports.
Each rule, its source and its effect
| Rule | Source | Effect on your domain |
|---|---|---|
| Personal data protection | Ley 81 de 2019; Decreto Ejecutivo 285 de 2021 | Your data is handled under a written law, supervised by ANTAI |
| Private papers | Constitution, art. 29 | Records are opened only on the order of a competent authority |
| Foreign judgments | Código Judicial, art. 1419 and 1420; Ley 61 de 2015, art. 156 | No effect until the Sala Cuarta recognises the judgment |
| Email verification | ICANN RAA 2013, Whois Accuracy Program | One email is checked within 15 days; no ID document |
| Trademark disputes | UDRP Rules (2015) | Lock within 2 business days of a request from a UDRP provider; the panel decision is applied |
| DNS abuse | ICANN RAA §3.18, amendment of 5 April 2024 | Phishing, malware and botnets lead to suspension |
Questions about Panama
Does a registrar in Panama make my domain safe from every takedown?
No. A registrar in Panama decides which requests can make it act, but some cases lead to suspension anyway. A well-documented report of phishing, malware, a botnet, child sexual abuse material or fraud on victims still leads to suspension. Trademark disputes follow the UDRP. The registry of your extension can also act under its own rules.
Can a US or EU court order reach my domain at Isthmus Domains?
Not directly. A foreign court order has no effect on us until the Fourth Chamber of Panama's Supreme Court recognises it, under article 1419 of the Código Judicial. The party must file apostilled papers with a Spanish translation, and the Procuraduría gives an opinion. Once recognised, the order is carried out like any Panamanian decision.
Who supervises personal data in Panama?
ANTAI, the Autoridad Nacional de Transparencia y Acceso a la Información, supervises Ley 81 de 2019. The law has applied since 29 March 2021, and Decreto Ejecutivo 285 of 28 May 2021 regulates it. The Panamanian press reported fines from $1,000 to $10,000.
Does the registry of my extension follow Panamanian law?
Usually not. Each registry works under its own law and contract with ICANN. Registries such as .org (PIR) or .io (Identity Digital) keep the registrant record; Verisign, which runs .com and .net from the United States, is thin and receives no registrant contact data. With Domain protection, the registrant record carries the details of DomaineGoat LLC instead of yours.
Is DomaineGoat LLC an ICANN-accredited registrar?
No. DomaineGoat LLC does not hold its own ICANN accreditation. Domains are registered through our ICANN-accredited registrar partner. That is why the email check, the abuse duties and, for generic extensions, the UDRP apply to the domains we sell. Country codes such as .de or .uk follow their own registry's dispute policy.
How much does a domain cost at Isthmus Domains?
As of 19 October 2026, a .com costs $11.99/year with WHOIS privacy included, and Domain protection adds $29 a year per domain. Payment is in crypto only (BTC, USDT, USDC, ETH, SOL, LTC) from a balance topped up from $25. Every extension and its renewal price are on the pricing page.
